Add ketchup, water, brown sugar, Worcestershire sauce, mustard, garlic powder, onion powder, and salt to the skillet and simmer for 5 minutes.

Remove from heat and transfer the meat mixture to a medium bowl. Add the quartered biscuits and toss until evenly combined.

Pour the biscuit and meat mixture into the prepared baking pan and sprinkle the shredded cheddar cheese evenly over the top.
