Prepare the chocolate cake batter according to your chosen recipe. Place sugar cones upright in a cupcake cones baking rack on a baking sheet. Fill each cone with 2 tablespoons of batter. Bake and cool following recipe timing.

Trim risen cake tops from cones if necessary using a knife. Position cones wide side down on parchment paper. Evenly spray cones black with food coloring spray. Let dry for 10 to 15 minutes.

Tint 1 cup of decorator icing orange. Mix violet and rose colors for 1 cup purple icing. Prepare two piping bags with tip 2B, filled separately with orange and purple icings. Tint ¼ cup icing yellow by blending golden and lemon yellow colors; fill a decorating bag with tip 3.

Pipe a small orange icing dot on the center of each cookie. Set a cone on top. Pipe a purple icing band around half the cones’ wide ends and smooth with a spatula. Decorate the other half with orange icing bands. Let set for 15 to 20 minutes.

Using yellow icing with tip 3, pipe buckles around each hat band. Allow assembled treats to set another 15 to 20 minutes before serving.
