In a medium bowl, combine cottage cheese, Parmesan, garlic powder, onion powder, dried herbs, salt, and pepper until fully mixed.

Scoop small mounds of the mixture onto the prepared sheet using a spoon or small scoop, spacing about 2 inches apart. Flatten each mound slightly.
