Add corn, condensed cream of mushroom soup, 0.5 cup shredded cheddar, whole milk, sour cream, onion powder, black pepper, and crumbled bacon to the skillet. Stir thoroughly until mixture is evenly combined and creamy.

Evenly spread the creamy beef mixture into the prepared baking dish. Sprinkle remaining 0.5 cup shredded cheddar over the surface, then arrange frozen tater tots in a single layer on top.

Transfer the dish to the oven and bake uncovered for 40 to 45 minutes, or until tater tots are golden brown and filling is bubbling.
