Brown ground beef in a large skillet over medium heat until fully cooked, breaking apart with a spatula; drain excess fat.

In a large bowl, mix the cooked ground beef, drained green beans, cream of mushroom soup, milk, garlic powder, onion powder, salt, and pepper until evenly combined.

Grease a 9×13-inch baking dish and spread the beef mixture evenly in the dish.

Sprinkle shredded cheddar cheese evenly over the top of the mixture.

Bake in preheated oven for 25 minutes until bubbling and cheese is melted.
