In a large bowl, gently mix ground chicken, Parmesan, panko breadcrumbs, eggs, minced garlic, garlic powder, onion powder, dried basil, dried parsley, salt, pepper, and milk until just combined. Avoid overmixing to maintain tenderness.

Form the mixture into a loaf shape and place it on the prepared baking sheet or into the loaf pan. Bake for 40 to 45 minutes, or until the internal temperature registers 165°F (74°C).

While the meatloaf bakes, melt butter in a small saucepan over medium heat. Sauté minced garlic for 1 to 2 minutes, then stir in Parmesan cheese and parsley. Continue cooking for another 1 to 2 minutes and season with a pinch of salt.

Brush the prepared glaze evenly over the baked meatloaf. Return it to the oven for an additional 5 to 7 minutes to allow the glaze to meld and slightly brown.

Remove from oven and let rest for 5 minutes before slicing. Garnish with additional parsley if desired and serve warm.
